ADDITIONAL REGULATIONS.
LAID BEFORE BOTH HOUSES OF PARLIAMENT PURSUANT TO SECTION 8 OF THE ACT No. 389.
REGULATIONS FOR THE MEDICAL DEPARTMENT, VICTORIAN MILITIA.
1. The Officers of the Medical Department will, subject to the orders of the Commandant, be detailed for duty by, and be under the immediate command of, the Principal Medical Officer, both for discipline and professional supervision.
2. When on active service, or when the Militia Force is in camp, they will be employed in general, station, or field hospitals, with troops in barracks or in the field, and on all such special duties in camp or quarters as the Principal Medical Officer may decide.
3. The Regulations for the Medical Department of Her Majesty's Army to be the Regulations for the Victorian Medical Department in so far as they can be applied, more especially in respect to constitution, general duties, hospital organization and management, supply of surgical instruments, appliances and materials, medicines and medical materials, medical examination of recruits, sanitary regulations, and general regulations.
4. Medical Officers will be detailed for duty with the various corps, and will, on the application of the officers commanding corps to which they are attached, perform, without further reference, the under- mentioned duty : -
Examination of recruits on certain nights, to be fixed by the Commanding Officer in conjunction with the Medical Officer.
5. Attendance at artillery and rifle practice and field days will be arranged for by the Principal Medical Officer at head-quarters, and by the Senior Medical Officer at out-stations.
6. In the event of an officer being unable to attend to any of the foregoing duties, he will either make arrangements with some other Medical Officer to take his place (informing the Commanding Officer) or report to the Principal Medical Officer, in sufficient time to enable him to provide for the duties.
7. The Medical Officers of non-metropolitan corps will be required to give professional attendance to the Drill Instructors, together with their wives and families, who may be attached to the corps at the several stations.
8. Medical Officers will be liable to be detailed for Boards, &c., where the attendance of a Medical Officer is necessary.
9. Medical Officers will receive pay as follows : - (a) For examination of recruits, 2s. 6d. a head. (b) For other military duties-
Surgeon-Majors, £2 10s. for whole day. Ditto £1 5s. for half-day.
Surgeons, £2 for whole day. Ditto £1 for half-day.
(c) The maximum amount of pay, however derivable, from the various sources shall not exceed in one year £30 for a Surgeon-Major, and £25 for a Surgeon.
10. Horse allowance will be issued to mounted Medical Officers under the same regulations as to other mounted officers.
ADDITIONAL REGULA TIONS, W ARRANT AND NON-COMMISSIONED OFFICERS.
122. Warrant and Non-commissioned Officers will take rank among themselves in accordance with the nature of their appointments, as shown in scale below.
Those holding appointments in same class to rank according to date of warrant or appointment.
The undermentioned appointments carry warrant rank:-
(1) Head-quarters Drill Instructors.
(2) Instructors at Head-quarters of Brigades of Artillery or Battalions of Infantry. (3) Instructors of corps of Cavalry, Torpedo, or Engineers.
(4) Sergeant-Major of Victorian Artillery.
(5) Brigade or Regimental Sergeants-Major or Quartermaster Sergeants.
Drill Instructors with warrant rank are divided into 1st and 2nd class.
Non-commissioned Officers holding any of the above appointments temporarily, or on probation, shall receive acting rank without a warrant.
All Instructors appointed prior to Ist April will retain the rate of pay they were receiving on that date, independent of the class to which they belong, but in future appointments the rates of pay will be as follow:-
1st Class Drill Instructor-£180 per annum (with quarters or allowance in lieu, uniform, and medical attendance).
2nd Class Drill Instructor-Ss. 6d. per diem ditto ditto 3rd Class Drill Instructor-7s. 6d. per diem ditto ditto

DRESS REGULATIONS FOR VICTORIAN MILITIA.
GENERAL FOR ALL ARMS.
Buttons of special pattern, Gilt, with badge (Southern Cross and motto-" Aut pace aut bello, Victoria"), Universal pattern.
Badges of Rank to be worn by Officers on shoulder-straps, as in Imperial Army Shoulder-straps of same pattern as for Royal Artillery in full dress. Shoulder-straps of same material as uniform, with black lace edging and badges in gold in undress.
Lace.-Gold, Royal .Artillery pattern, in full dress for Artillery and Infantry. Black, as in Imperial Army, in undress. Yellow and white, as in Imperial Army. Torpedo Corps, black lace in full dress also.
Badges on Pouches of Officers, Non-commissioned Officers, and men of same pattern as buttons (Universal pattern), excepting Artillery, who shall wear the gun on the pouch.
Sword-knots for Officers.-Gold, Royal Artillery pattern.
Badges on Forage Caps.-Universal pattern.
Helmets.-Dark-blue, with Gilt badge (Universal pattern), Gilt chain and spikes.
Badges ofRank for Warrant Officers, as in Imperial Service-Crown for Sergeants-Major, Star for Quartermaster-Sergeants.
Chevrons for Non-commissioned Officers, on right arm only-
Gold for Quartermaster-Sergea~ts,Battery or Company Sergeants-Major, Colour Sergeants, and Sergeants.
Yellow for Corporals and Bombardiers, Artillery, Engineers, and Torpedo.
White for Corporals, Cavalry and Infantry.
Shoulder-.straps for Non-commissioned Officers and men of same colour of uniform, with following badges in brass : -
Pouches for Officers.-Black patent leather, with Universal badge, excepting Artillery, who shall
wear the gun. Engineer Corps-Black patent leather, as for Royal Engineers.
Pouch Belt for Officers.-Full dress-Gold, as for Royal Artillery. Undress-White patent leather, as for Royal Artillery. Torpedo Corps-Special pattern (black). Torpedo Corps, as in Royal Engineers.
Boots.-:Mountetl Officers, Non-commissioned Officers, and men wear, when on mounted duties, knee-boots, as in Imperial Army. Officers who are not mounted wear ·Wellington or ankle boots.
Spurs.-With knee-boots, crane-necked spurs fastened with straps and buckles-Brass for Field Officers of Engineers and Infantry; Steel for Cavalry, Artillery, and other Mounted Officers of Infantry. With Wellington boots, Box spurs for Mounted Officers ; Brass for Field Officers of Engineers and Infantry; Steel for Cavalry, Artillery, and other Mounted Officers, Infantry. Brass, in full dress, for all except Adjutants of Infantry.
Sword Belt.-Full dress-Gold, as in Royal Artillery. Undress-White patent leather, as in Royal Artillery, but with Universal badge on plate in both cases. Torpedo Corps-Special pattern. Engineer Corps, as in Royal Engineers. · ·
Gloves.-White leather.
Haversacks for Officers, as in Imperial Service.
Mess Dress.-May be adopted by any corps, should the Offieers desire it, on the application of the Commanding Officel'. The Mess Dress to correspond with that worn by the same branch in the Imperial Army.
Cloaks for Officers, as for Staff in Imperial Army, but without velvet collars.
Great-coats for Warrant Officers, Non-commissioned Officers, and men, as for Infantry in Imperial
Army.
ARTILLERY.
OFFICERS.
Tunic, as in Royal Artillery (buttons and shoulder-straps excepted).
Forage Caps, as in Royal Artillery (but with Universal badge above lace in front of cap). Pantaloons for Mounted Officers, as in Royal Artillery.
Trousers.-Full dress, as in Royal Artillery. Undress, as in Royal Artillery. Sword, as in Royal Artillery.
Patrol Jacket, as in Royal Artillery, but with standing collar.
TORPEDO CORPS.
OFFICERS.
Tunic.-Special pattern, dark-blue, with scarlet collar and cuffs, and black lace.
Forage Cap.-Special pattern, peak as for Infantry Officers. Trousers, as for Royal Artillery.
Sword, as for Royal Artillery.
Patrol Jacket, as for Infantry.
Sword Belt.-Black enamelled leather, special pattern.
Pouch Belt.-Black enamelled leather, with Gold ornaments, special pattern.
ENGINEERS.

Tunic, as in Royal Engineers (buttons and shoulder-straps excepted).

Forage Caps, as in Imperial Army, Infantry, but with Universal badge. Pantaloons, as in Imperial Army.
Trousers-Full dress, as in Imperial Army. Undress, as in Imperial Army.
Sword, as in Imperial Army-Gilt scabbard for Field Officers ; Steel scabbard for other Officers.
Patrol Jacket, as at present.
MEDICAL DEP ARTMENT.
Officers of Medical Department to wear the same uniform as in the Army Medical Department, buttons and lace excepted, which will be of Universal pattern.
Patrol Jacket, same as for Infantry Officers (P. M. 0. excepted).
UNA TT ACHED OFFICERS.
Officers on the unattached list to wear the uniform of the Cavalry, Artillery, Torpedo, Engineers, or Infantry, according to the branch in which they have served.
RETIRED OFFICERS.
Officers retired with permission to wear uniform of regiments in which they last served, but with the letter R on the shoulder-straps below the badge.
NON-COMMISSIONED OFFICERS AND MEN CAVALRY.
ARTILLERY.
Serge Jacket.-Blue, with scarlet collar, special pattern.
Forage Cap, as for Royal Artillery, with Universal badge above lace in front of cap. Pantaloons for Mounted Non-commissioned Officers and men, as in Royal Artillery. Trousers, as in Royal Artillery.
Tunic.-Special pattern. Forage Cap.-Special pattern.
Trousers, as for Royal Artillery.
TORPEDO CORPS.
Tunic.-Special pattern. Forage Cap.-Special pattern.

Serge Jacket.-Red, with blue collar and yellow lace, special pattern. Forage Cap, as for Royal Engineers.

Jacket.-Scarlet, special pattern.
Forage Cap.-Glengarry, with Universal badge.
Trousers, as in Imperial Army.
WARRANT OFFICERS to wear edging of flat Gold lace round collar of jacket.
DRILL INSTRUCTORS (those of Imperial Army excepted) wear the uniform of corps to which they are attached.
MEMO.-The detail of dress to be worn on different occasions will be published hereafter in General Orders.
HORSE FURNITURE FOR MOUNTED OFFICERS OF VICTORIAN MILITIA.
Saddle.-Hunting, plain stirrups, and blue girths. Wallets.-Brown leather, with black bearskin covers.
Bridle and Breast-plate.-Brown leather with gilt bosses, head-stall and steel-chain reins, according to sealed pattern. On the bosses, Universal badge. Front and rosettes, dark-blue.
HORSE ALLOWANCE.
THE Governor, with the advice of the Executive Council, has been pleased to cancel paragraph XI., section 2, of the "Regulations for the Victorian Military Forces," and to approve of the following being substituted in lieu thereof : -
SECTION 2, P ARAGRAPH XI.
Horse allowance, £30 per annum, will be paid to each Mounted Officer, on condition that he keeps a horse approved as a charger. Mounted Officers who do not keep horses will be allowed the actual amount of horse hire, not exceeding l5s. per day of attendance at parades and drills.

5a. Compensation, at contract rates, in lieu of clothing will be allowed, on the recommendation of the Commanding Engineer, to such warrant officers, non-eommissioned officers, and men whose clothing is fit for wear for another period; such compensation not being paid until the end of tile period of the issue of clothing.
PART II., SECTION V.-WORKING PAY.
Paragraph 11. In_the second line, before "non-commissioned officers," :the words "officers, warrant officers," are inserted. The paragraph, as altered, will read-Working pay shall be issued in addition to any other pay and allowances to which officers, warrant officers, non-commissioned officers; and men may be entitled.
PART Ill., SECTION IV .-MEDICAL STAFF.
After paragraph 12, add-
l2a. Officers of the Unattached List, Medical Staff, will, when attached to Corps, receive the pay of their rank for all duties performed, provided that such pay does not exceed in any one year the amount allowed for four whole days or nine half days.

Section I-Constitution and Establishment.
